How to apply
APFED Showcase Handbook 343KB
The APFED Showcase Handbook is prepared to assist all stakeholders involved in project implementation (e.g. NetRes institutions, implementing organisations and other supporting agencies) to share the common understanding of the key elements of the APFED Showcase Programme. The key elements include i) expected outcomes, ii) administrative procedures including financial rules, iii) roles of respective organisations involved in Showcase projects, iv) key points of monitoring and evaluation. This handbook is distributed to NetRes institutes and implementing organisations as guidance, and shall be further elaborated every year, reflecting the experiences accumulated through implementation of Showcase projects.
Eligibility
-Eligibility of applicants
To be eligible to apply for the Programme:
1) The applicant must be a representative of an organisation that has been properly registered under the laws of the country for more than three years as an organisation working continuously for the promotion of sustainable development in a country in the Asia-Pacific region. The organisation and project site(s) are in Asia and the Pacific region
2) The organisation must have sufficient capacities to implement the proposed activities.
3) The organisation must be able to show its legal status and to present its recent annual report including financial statements at the time of concluding a contract. The organisation that fails to provide the mentioned documents shall be disqualified from receiving funds under the Programme.
-Eligibility of projects
The proposed projects must satisfy the following requirements:
1) Projects must demonstrate innovative policies, measures, and actions including community empowerment and technology application with a view to promoting behavioural changes toward achieving sustainable development and generating positive impacts on environmental performance in Asia and the Pacific.
The concrete outcome must be demonstrated in terms of behavioural changes and/or improvement in environmental performance. In other words, the experimentation and demonstration of pilot schemes are essential components of the project. Therefore, mere literature review, report writing, or organisation of meetings and study tours per se shall not be eligible.
2) Projects must not have been implemented yet or must be at the very early stages of implementation. The incremental component for improving environmental performance within the ongoing or completed projects makes such projects eligible for the Programme.
3) The project implementing organisation must have already secured core funds including in-kind contributions to support the implementation of the APFED Showcase project.
4) Projects must be designed to be implemented in partnership with other relevant organisations and stakeholder groups as well as NetRes institutions. (Note: initial contacts with NetRes institutions are not prerequisite during the early stage of application).
5) Projects must aim to demonstrate impacts that are measurable within the project implementation period.
6) The project implementation period shall be from 6 to 24 months.
Criteria in the selection process
1) Innovativeness: The project components include innovative elements and lessons that contribute to the creation of “knowledge” useful for sustainable development in the region.
2) Applicability: The project creates lessons to that will be useful for other areas of the A-P region.
3) Effectiveness: The project attains the project objectives through proposed activities in an effective manner.
4) Feasibility: The proposal clearly identifies time schedule, financial plan, human resources and possible risks.
5) Long-term self reliance: The activities can be continued after the completion of the project.
6) Relevance: The project is linked with the APFED's recommended elements such as a co-benefit approach, poverty alleviation and civil society empowerment.
Easy access to the project site may give advantage as the Programme intends to support demonstration activities and good practice knowledge sharing. However it does not in any way preclude the support of project proposals with project sites in the remote areas.
Priority Thematic Area
There are the seven thematic priority areas of APFED, namely (1) climate change; (2) marine and coastal resources; (3) wastes and chemicals; (4) energy and air, (5) biodiversity; (6) freshwater; and (7) land management (including urbanisation, rural development and forest).

Among these priority thematic areas, additional scores would be given to the proposals that address climate change, the 3Rs (facilitating actions to reduce, reuse, and/or recycle materials and to foster sound material cycle, sustainable consumption and production, and circular economy), as well as biological diversity for 2009 Showcase Programme.

Note: Co-benefit approaches for climate change, multi-stakeholder partnership for 3Rs, and payment for ecosystem services are some of those innovative practices that were highlighted at the 4th Plenary Meeting. Reflecting such concepts may give advantages, but it would not exclude the possibility of positively considering any other types of proposals.
At the same time, we welcome the proposals which cover thematic areas other than the designated priority areas for 2009.
Proposal format
The proposal must be written in English, following the proposal format attached as “Appendix I”. It must provide all information requested. Proposals with incomplete information will be disregarded. Reference documents can be submitted as attachments to the application.
Submission deadline
All proposals must be submitted to the APFED Showcase Facility Secretariat at the following address either by post, email, or fax.

The application period has now been closed for the year 2009.

Notification of successful applications
The APFED Showcase Facility Secretariat shall only notify the successful applicants as result of the selection by email or postal-mail. The selection results shall also be announced on the APFED and APFED Showcase Programme website. It is expected that the final selection results will be announced in September 2009. The APFED website shall carry the updated information.
