Outline of Practices/ActionsCLAPV aims at:
- Bringing together practitioners, legal experts, scholars, lawyers, and environmental administrative and enforcement personnel;
- Training environmental law enforcement and court officials;
- Increasing public awareness of environmental laws, and;
- Improving the practice of environmental and natural resource law by providing assistance and protecting the environmental rights and interests of pollution victims.
Results/ImpactsCLAPV has taken the leading role in the environmental rights and interests of pollution victims in China. The key activities are:
- Offering free legal advice to pollution victims through telephone hotlines, letters and through face to face visitation;
- Providing free training for lawyers, judges and administrative officials;
- Organising international and national environmental law enforcement workshops;
- Promoting research on issues of legislation and enforcement of environmental law in China;
- Supporting insolvent environmental victimsf legal and administrative expenses;
- Enhancing public awareness towards environmental laws through mass media.
Key for SuccessSix critical factors in success to implement CLAPV projects are:
- Active co-operation amongst departments of CLAPV. Specifically, the consulting department offers materials (which are relevant to the cases received by hotlines, letters or face-to-face) to the litigation department, wherein; the litigation department makes a proposal to the director which enable him/her to decide whether or not to support the case;
- Active communication amongst staffs and volunteers. Open discussions are organised frequently to address problems occurring throughout works. In particular, these discussion-based groups work and promote sharing a repertoire which enables staff and volunteers to exchange their information, knowledge and experience with others;
- Deep altruistic concern of volunteers towards others and society. One of the greatest resources of CLAPV is the dedication of volunteers who have excellent environmental law knowledge. This fact enables CLAPV to be a distinguished NGO in china;
- Building supportive relationships with government and mass media. There is positive feedback between CLAPV and local/central environmental government protection bureaus. Some research results of CLAPV reflected positively on environmental legislation. In addition, the influencing power of CLAPV has been increased by mass media support, and;
- Active financial support. International and domestic organisations and individualsf donations are critical to provide free legal consultation services and training courses.
